Biography

  • Professor Mingyuan Zhang has devoted his whole life to mental health development in China. During the time he was acting the deputy director of the Shanghai Municipal Executive Office of Mental Health and deputy member of Shanghai People’s Congress, the first local legislation on mental health in China - the Shanghai Mental Health Regulation, was passed, promulgated and implemented. He served as expert panel leader to work jointly with health officers to draft most of mental health policies and plans in late 20th and early 21st century, which are now guiding mental health development in China and the blue print is becoming reality step by step.

  • He was elected the president of Chinese Society of Psychiatry for two terms. He was a member of the Chinese People's Political Consultative Conference and the vice chairman of Chinese Disabled Persons Federation. Working with local government and psychiatric hospitals, he helped to establish the three level prevention and treatment network for mental disorders which had been called as “Shanghai Model”. Working with the Disabled Person’s Union as the Vice-chairman, he had been working door to door to provide treatment and rehabilitation for patients with schizophrenia who fail to receive treatment or even being locked at home because of wondering or violent behavior. It is called “de-lock project”. He was granted Alexander Gralnick Award by the World Association for Psychosocial Rehabilitation for his work.
