One Health provides new solutions to the global health challenges and calls for ideas from the global, regional and national levels to achieve effective integration of resources, eventually sustainably promoting the harmonious union of human health, animal health and environmental health. On May 8th, the Workshop of One Health Action Commission was grandly opened at Shanghai Jiao Tong University School of Medicine. This workshop was sponsored by Shanghai Jiao Tong University School of Medicine, and organized by the School of Global Health of Shanghai Jiao Tong University School of Medicine-Chinese Center for Tropical Diseases Research, Shanghai Jiao Tong University-the University of Edinburgh One Health Center.

Ding Kuiling, president of Shanghai Jiao Tong University, academician of Chinese Academy of Sciences, Shen Hongbing, deputy Head of National Bureau of Disease Control and Prevention, director-general of Chinese Center for Disease Control and Prevention, academician of Chinese Academy of Engineering, Jiang Fan, deputy secretary of the Party Committee of Shanghai Jiao Tong University and secretary of the Party Committee of the School of Medicine, Fan Xianqun, vice president of Shanghai Jiao Tong University, chancellor of School of Medicine, academician of Chinese Academy of Engineering, Ren Minghui, former assistant director-general of World Health Organization, Bernhard Schwartländer, former WHO representative in China, global health envoy of German Ministry of Foreign Affairs, Zheng Zhijie, chief representative of Bill & Melinda Gates Foundation Beijing Representative Office, and Helena Wang, Asia executive editor of The Lancet, and other leading guests attended the conference onlineor offline. Also present at the meeting were nearly 30 experts and scholars from the United States, Germany, Portugal, Nepal, Bangladesh and other countries, heads of relevant departments of Shanghai Jiao Tong University, and experts and students from Shanghai Jiao Tong University School of Medicine. At the same time, experts in One Health from more than ten countries and territories around the world also watched the live broadcast.

       

Chen Zhu, president of Red Cross Society of China, academician of Chinese Academy of Sciences, delivered ardent expectations to the One Health Action Commission (OHAC) in a video speech, and put forward some advice.

First, he hoped that OHAC and the Institute of One Health can cooperate with international organizations, to promote innovative and collaborative researches at the interface between humans, animals and the environment, and the co-development of global health.

Second, he suggested that it is essential to bring cooperation, coordination, and communication into full play in the practice of One Health, and share regional and grass-roots experience, especially the experience of developing countries.

Third, he hoped that OHAC should undertake the setting of the global research orientation in One Health, condense the global scientific issues, put forward the key research directions. He also mentioned that OHAC could make policy suggestions to relevant international organizations and foundations, so as to promote the translation of many basic and applied research in One Health into the national policies. Through these efforts, he believed that OHAC would eventually become the propeller for poverty eradication and the realization of the Sustainable Development Goals (SDGs), and contribute to the formation of a community with a shared future for mankind.

       

Ding Kuiling, president of Shanghai Jiao Tong University, academician of Chinese Academy of Sciences, delivered a welcome speech on behalf of the organizers. He said that Shanghai Jiao Tong University Institute of One Health is the 2.0 version of the global cooperation in One Health and our new understanding in response to research cooperation in the context of globalization. It marks that Shanghai Jiao Tong University will take a new step in scientific research and education in the field of One Health. He emphasized that in the future, the Institute of One Health will be focused on the following aspects:

First, it will actively carry out scientific research, focusing on cross-border transmission, vaccine development, diagnosis and treatment of infectious diseases, environmental pollution and health and other fields.

Second, it will carry out more personnel training, to build a professional, international, and innovative talents.

Third, it will strengthen international exchanges of One Health research.

Fourth, it will improve the transformation, application and industrialization of research output in One Health.

       

Shen Hongbing, deputy head of National Bureau of Disease Control and Prevention, director-general of Chinese Center for Disease Control and Prevention, academician of Chinese Academy of Engineering, said in his speech that since 2020, Shanghai Jiao Tong University School of Medicine and the Chinese Center for Disease Control and Prevention have successively carried out some attempts in the practice of One Health, aiming to improve the deficiencies in the organizational structure, system planning and top-level design in One Health. The establishment of Institute of One Health is to further strengthen the integration of medicine and prevention, complement resources, and carry out comprehensive cooperation in One Health practice. He added that the Institute of One Health should be built into a multi-level, wide-ranging, high-starting platform for One Health scientific research cooperation. He hoped that the two sides can further promote the research in One Health in China, jointly contribute to the construction of the public health system, and respond to global public health challenges with China’s approach.

       

Fan Xianqun, vice president of Shanghai Jiao Tong University, chancellor of School of Medicine, academician of Chinese Academy of Engineering, said that Shanghai Jiao Tong University School of Medicine is closely aligned with the national strategy of "Healthy China" and the frontiers of global science and technology, and focuses on innovative and cooperative research on key issues. The School of Medicine has successively established Shanghai Virus Research Institute and other high-level research platforms, propelling the development of a world-class medical school and first-class medical disciplines with Chinese characteristics. The School of Medicine has collaborated with the Chinese Center for Tropical DiseasesResearch and the University of Edinburgh to establish the School of Global Health and the One Health Center to further promote interdisciplinary and cross-regional cooperation, create a national strategy and health policy, and build a high-level interdisciplinary platform for the development of One Health teaching and research systems. He also emphasized that on the basis of One Health Center and the School of Global Health, the newly established institute will further promote cutting-edge research, the transformation of output in the One Health field, and high-quality personnel training, and continue to expand its international influence.

       

In order to deal with the core issues of One Health and the needs of preventing and controlling major diseases, and fully promote relevant scientific research, personnel training, international exchanges, and transformation of research output, Shanghai Jiao Tong University has integrated all forces to prepare for the establishment of the Institute of One Health. This is an important milestone in the research and education of One Health science in China, and it also marks that Shanghai Jiao Tong University has reached a new level in leading the high-level development of One Health globally. At the meeting, Ding Kuiling, president of Shanghai Jiao Tong University, and Jiang Fan, secretary of the Party Committee of Shanghai Jiao Tong University School of Medicine, jointly unveiled the plaque for the Institute of One Health of Shanghai Jiao Tong University.

       

The School of Global Health of Shanghai Jiao Tong University School of Medicine-Chinese Center for Tropical Diseases Research, with funding from the Bill & Melinda Gates Foundation, took the lead in organizing the One Health Action Commission (OHAC), aiming to cooperate with global partners together to strengthen the general understanding of the determinants and functions of One Health research methods, and help the world to achieve the SDGs.
